Police officers in Birmingham were filming negotiating with Insulate Britain protesters as they blocked a major A-road in the city.
One officer was filmed telling an activists: "we've got to balance your needs against the people who have got to go to hospital and things like that".
Other protesters were told "I'm happy for it to go on for another ten minutes but after that...".
"I don't want to put good people in a cell", the officer added.
Another office was also filmed telling protesters to be careful when they block the road, as members of the public might become violent and the officers might not be able to help them.
