Professor Chris Whitty has said while vaccinating those aged between 12 and 15 will "reduce education disruption" it is not a "panacea" or a "silver bullet".
He said the four chief medical officers of the UK had attempted to achieve a "middle view of where we think the profession is at this point in time".
Professor Whitty denied suggestions the group were in conflict with the Joint Committee on Vaccination and Immunisation (JCVI) who said there was only a "marginal" benefit for healthy teenagers.
